What is Wohngeld?

Wohngeld is a state housing allowance for low-income households (§ 1 WoGG). It is administered by your local municipality (Wohngeldstelle), not by the Jobcenter. Since the 2023 WoGG reform and the 2025 adjustment, around 5 million households are eligible — twice as many as before.

The amount depends on household size, recognised rent and total income. The recognised rent is capped at maximum amounts by rent level (I–VII). The formula comes from § 19 WoGG: W = M − (a + b×M + c×Y) × Y.

Q.01Who is entitled to Wohngeld (housing benefit) in 2026?
Wohngeld (housing allowance) is available to tenants and owner-occupiers with low incomes who do not receive Bürgergeld (SGB II) or social assistance (SGB XII). Since the 2023 WoGG reform and the 2025 adjustment, around 5 million households in Germany are eligible — significantly more than before.
Q.02How much Wohngeld can I receive in 2026?
Wohngeld depends on three factors: household size, rent amount (up to the maximum for your rent level), and income. A typical 3-person household with €900 rent, €2,200 gross income, and rent level III receives approximately €180–250 per month. The national average in 2026 is around €370/month.
Q.03What is the Mietstufe (rent level) and how do I find mine?
The Mietstufe (I–VII) classifies the local rent price level. Level I = lowest-cost areas, VII = most expensive (Munich, Frankfurt). Your municipality's classification is set out in Annex 1 to § 12 WoGG. In our calculator, you can select the rent level directly or use the suggested value for your federal state.
Q.04What is the Heizkosten-Komponente (heating cost component)?
Since the 2023 WoGG reform, Wohngeld includes a heating and climate component (§ 12 para. 6 WoGG) of a flat rate of €1.20/m² × floor area per month. This is already factored into the maximum amounts by rent level.
Q.05Wohngeld or Bürgergeld — which is better?
Bürgergeld (SGB II) and Wohngeld are mutually exclusive. Bürgergeld may be higher overall for very low incomes. Rule of thumb: if household income is below approximately €1,200 (1 person), or proportionally more for larger households, Bürgergeld should be considered. Your local Jobcenter offers free advice.
Q.06Where do I apply for Wohngeld?
Applications are submitted to the Wohngeldstelle (housing benefit office) at your local municipality. Many councils offer online applications. Required documents: tenancy agreement, current utility bill, income proof for all household members, pension adjustment notices (for retirees). Processing time: approximately 4–8 weeks.
